Not Gazetting KL City Plan a Waste of Money, says MP

With around RM30 million spent since the launch of the draft Kuala Lumpur City Plan 2020 (DKLCP 2020), not gazetting the plan would be tantamount to wasting taxpayers’ money, said Cheras MP Tan Kok Wai.

With this, several Kuala Lumpur opposition MPs called on city dwellers to sign a petition pushing for the gazetting of the KL city plan, reported The Star. Notably, a Facebook page is currently being set up to facilitate the signature collection drive.

They noted that the development of Kuala Lumpur is out of control as the Kuala Lumpur City Hall (DBKL) had allowed government land to be used for commercial uses and approved projects that exceeded the 400 people per 0.4ha maximum density.

At a symposium aimed at raising awareness on the importance of gazetting the KL city plan, Lembah Pantai MP Nurul Izzah Anwar revealed that DBKL is having difficulty providing good infrastructure with the hefty RM2.8 billion allocation.

Bukit Bintang MP Fong Kui Lun and Seputeh MP Teresa Kok also provided many examples of land designated for public use, such as market, bus terminal and playground that were approved for the development of private projects.

Batu MP Tian Chua, on the other hand, discussed on the poor quality of life as well as the uncertainty faced by property buyers if an open space or green patch existing during their purchase of the property would be permanent.

“The plan can be gazetted and amendments can be done later if required. There are processes for that,” said Derek Fernandez, a lawyer who is an expert in town planning and local government.

“Working without a plan is like planning to fail,” he added.

2. Isola, KLCC

3. Senada Residence @ Alya

KL City Plans like others may be intended more to provide high fees to selected private consultants including some whose expertise may need to be verified by reference to their past services. Some may even over claim fees and expenses including GST some of which may not be claimable. I discovered during my audit service career (between 1965 - 2004) many cases of false and inflated claims by titled/phd level and with decades of experience Consultants. The common denominator was lack of relevant expertise and knowledge of Financial-Accounting-Int Auditors including Audit Ctee members and Statutory Auditors. Sadly not many are interested in enhancing their knowledge in this aspect or they may be members of same clubs. Remember the recent case of the abandoned Menara2 where substantial fees and expenses may have been paid but info has yet to be made public.
